At the beginning of 1999, the old Foundation European Art Manifestation was disbanded and reconstituted as the International Foundation Manifesta, registered in Rotterdam, The Netherlands. This Foundation is run by an International Board, whose functions include securing the long-term future of Manifesta, formulating strategic policies for the organisation, selecting host cities for the biennial programmes of activity and, as before, responsibility for the artistic profile and integrity of events and nomination of successive team of curators. The composition of the Board will change, on a rotational basis. The current membership of the newly reconstituted Board is as follows: Chris Dercon, Hedwig Fijen (Secretary-General), Henry Meyric Hughes (Chairman), Kasper König, Enrico Lunghi, Hans-Ulrich Obrist, Lilijana Stepančič, Barbara Vanderlinden and Igor Zabel.

For the immediate future, the plans of the Board include the succesful realisation of Manifesta 3 in Ljubljana, in 2000 and selection of the host city for Manifesta 4, in 2002. Once the necessary funding is secured, the Board also intends to establish the Secretariat for the organisation as a whole, and a Resource Centre (including network and archive), which will be accessable both to professionals and to the general public.
